Headlines like this sound like a gimmick to generate emotional responses. “But of course the quotas have helped nobody!” (Read: they have undermined an all male area that we would have preferred to keep for ourselves). If you are posing a question, you better answer it. Or else some of us might believe you only do so for bombastic purposes, instead of attempting to bring clarity to a current issue.
