The President cannot offer clemency in this case, because it is not federal, but he can request a stay and review. Voice as well as TYY/TDD phone are available along with fax and our good old pal email.
All you need to say is something along the lines of:
I would like to request that the President take action to temporarily stay Troy Davis’ execution in order to provide time for a thorough review of the matter. I believe that there is too much doubt to proceed with an execution.
If you’re sending an email and you want something longer, the draft letter provided by Amnesty UK (h/t Garland Grey) can be adapted to suit your needs, as I have done below:
I ask President Barack Obama to take all steps necessary to ensure that Troy Anthony Davis is not executed. The members of the parole board have voted to deny him clemency despite the fact that significant doubts continue to plague his conviction, and all other measures to prevent his execution have failed.
Seven of the nine witnesses have changed their story and no physical evidence links Davis to the crime. The standard of proof in this case has clearly not been met and it is in urgent need of review.
This case has generated widespread attention because so many people in Georgia and throughout the world are disturbed by the thought of a man being executed when so much doubt about his guilt remains unresolved. His supporters include numerous foreign dignitaries as well as people who usually support the death penalty, illustrating the obvious nature of the flaws in this case.
Nothing can undermine public faith in a criminal justice system faster than an execution when there are still serious doubts about guilt.
Georgia, and the United States, cannot afford to make such a mistake, and I urge the President to do everything in his power to prevent this injustice from taking place.
