Is this a sign telling people to pick up sloths and put them in trees? I would like more detail, please.

Yes, it is telling people to pick up the sloths and put them in trees.  This isn’t an exact translation, but basically it says

1.  Pick up the sloth from behind and hold it by the torso or upper front legs.  Insects in the sloth’s coat are harmless.

2.  Hold the sloth away from your body.

3.  Put the sloth on the trunk of a tree, preferably of the Yogrumo type, since that’s the sloth’s natural habitat.

(I didn’t realize that sloth litter was such a rampant problem.)

I’m now imagining all the litter in New York City has turned into sloths and I’m just delighted. 

I want to become a professional Sloth Re-Tree-er. 

Actually, it’s a program implemented in Venezuela in 2008 to protect sloths because they are in danger of extinction. The few that are left are often prey of animal traffickers who sell them in the black market as exotic pets. This sign was created in the hope to bring awareness and encourage people to protect the species.
