Was this photo taken in the US/Canada? Otherwise I would hesitate to call them people of color, seeing as our North American terms for discussing race aren’t really applicable or relevant outside of our histories.
According to my (albeit limited) knowledge of Asian languages, the flag is written in Malay. The photo is most likely taken in Malaysia, although it could also be taken in Indonesia (lots of common terms in both languages, I do not enough of them to be able to distinguish). However, one thing is certain: these are not people of color in the same way they would be defined in North American terms. Sure, both Malaysia and Indonesia are countries populated by different ethnic groups (sometimes leading to racial tensions as well), but the way race is defined over there is quite different from the ethnic constructions of the US or Canada.
